Sometimes dirt or debris can cause problems and the issue can simply be solved by a cleaning and lubricating the parts. Most rubber and plastic parts can be replaced. If the seat is bad sometimes they can be replaced on certain models. If the seat is damaged it will not seal into the plastic disc, some models do not have replaceable discs.
